When I tried running devenv, I found I was able to create a project
using the wizard. I suppose the next thing to try would be installing
some of the other components (VB or J#). This (and any other
troubleshooting) will need to wait until Monday, as I will be on
vacation tomorrow.

components are missing from the install on the shared EM64T

If you could run devenv.exe and then create a new project using
wizard,
then I think that all required component are installed. The devenv.exe
uses the same object to create project file as well as generate.wsf
script.
