Hi!
Look at the file date for ExampleDialog: 2010. This is possibly too outdated. I have actually never seen it before today...
The source package contains a HelloStelModule plugin. You can start from there, or take the other plugins as example.
We would actually be interested to get dynamic plugins to work again with Windows. Maybe you can find this out and write concise instructions?
