Please read the Guide.

You NEVER EVER edit anything inside the program directory as user. You can edit the config.ini in your personal user data directory. In case you ignore this and want to edit anything inside the program directory, you must convince your operating system that you are allowed to do that. This has nothing to do with Stellarium.
