I don't see "Dimuthu Gamage" or "Abu Obeida Bakhach" on the list of folks that have submitted ICLA's: http://people.apache.org/~jim/committers.html
At the very least, an ICLA has to be submitted before being able to contribute. See section "Contributor License Agreements" of: http://www.apache.org/licenses/ for the agreement.
