Yes.

I tried to get WSF/PHP to work with IIS 5.1 (FastCGI) but it didn't
work. Tried with both PHP 5.2.9 thread safe and non thread safe
versions, but extension refused to load.

I'm in the way of getting PHP to build on Windows with debugging
symbols enabled to pin down the exact problem. Will try with IIS 7
too.
