Add DOTNET Services, and JAVA BStoOPS to the PHP Database Scripts

The following records need to be manually added to the SERVICES table to use
.NET Services from PHP. Is there any way to get this added to the Database
Scripts?

DOTNET_OPSSEC http://localhost:8000/TradeOrderProcessor/msec
Additionally I'd like to add the WSAS BS to OPS record in the BSTOOPS Table
