I still need to get the wcf configuration for  WSAS/PHP BS -> DOTNET OPS MSec.  

I've tried multiple scenarios to get the .NET OPS MSec to accept the same 
format and certificates as PHP and WSAS Services.  I'm feel like I'm getting 
closer, but I don't want to hold up the M1 release with this.

Based on Chintana's comments I'm going to get this operation working with the 
msec_net and msec endpoints and commit this final change before M1.

I think I'm having issues with the certificates.  can you attach the 
certificates you are using to the ticket.  And correct me if I'm wrong, dot.net 
service is using its ops.com certificate and you're using an exported 
certificate of the ops.com from php.  When I try this I don't get any traffic.  
It seems like the cert is failing.  Does it matter that the OPS.com cert is 
using MD5 and the bob is using SHA1?  Are there any changes that need to be 
made to PHP?
