The .NET OPS_MSec is using a different configuration when called by .NET BS
then PHP/WSAS BS.
Everyone should be on the same MSec config.
I propose we change the .NET BS->OPS MSec to match the PHP/WSAS BS->.NET OPS
MSec Binding.
