I looked at the wsf entries in PHPInfo. Most the values are set to 'tmp' and
the wsf.home value was set to 'no value' -- I think this is a bad thing.

Yes I did the colon.
It seems to not want to make the proxy.
I do e an empty scripts directory. at /var/www/scripts. I created it and
expected it to contain code related to WFS.

In resources/conf/database_config.xml have you changed the
<server>127.0.0.1,1433</server> to <server>ip:port</server>? (Note the
colon instead of the comma)
