I was able to build and run this code without a problem.
There was a one small additional instructions that I encountered.
1. if you're running on a different SQL Server instance (ie. SQLExpress) you
need to update the DBServer appSetting in
config_service/ConfigServiceConsoleHost/App.config before running
BuildDotNet.cmd
