Sorry for the late reply.
I added and removed the certificates and its working in all cases for me now. I 
tested username and \everyone, as well as deleting the reservations.
I am testing this on Windows 7. Big relief that I no longer have to Run As 
Administrator!

Hmm, I don't know I just deleted and re-added username and \everyone and both 
scenarios are working on my machine.  Can you try adding/removing the Certs and 
see if you can then run the script.

What version of Windows are you running?

I tested your script and it doesn't seem to be working for me. I probably did 
something wrong - here's the error I am getting:

ArgumentException at host.Open() in the ConsoleHost
The certificate 'CN=OPS.Com' must have a private key that is capable of key 
exchange. The process must have access rights for the private key

I did not run SetupActions.sln though - is this something that is fixed by 
doing that?

I just made my first commit.  It's a little script that I've had that adds a 
URL reservation to your network configuration.  This prevents users from having 
to run the RunServices.bat file with elevated privileges (ie. Run As 
Administrator).  If someone who is running the .NET services can test this 
script it would be appreciated.
