I'm still having this issue on my new Win 2008R2 machine.  I tried regenerating 
the policy file using wsdl2java, but that still didn't work. 

With this new policy (attached), I'm getting a different error see the new 
wsf_server2.log (also attached).  I'm now getting a "valid policies not found" 
message and a "Must understand soap fault occured" message.  I'm not sure if 
this generated WSDL is going to work.

Does WSF_php have its own WSDL generator?  From what I can tell the Policies 
match from .NET and PHP.

Can anyone think of anything that might help here?
