This patch generally fixes all the Config Service Exception handling.
- Writes "No DB Entry" for response = null in all Console tests
- Catches the exceptions for the other console apps
- Fixes a small logical bug in some SQL queries in Config.cs
- Adds confirmations when the new Configuration has been set
(I thought a visual indication that the new configuration has been set would be
useful validation - although this should be visible once SH-78 is committed)
