 Your questions to the Ottawa councillors about the proposed NATO
 parliamentary  meeting in Ottawa are sound as accountability questions on
 behalf of Ottawa's citizens.
 
 I would suggest, however, if you haven't done so, to send the letter
 specifically to the Mayor/Chair as Mayor, and ask him to reply to each of 
your
 questions on behalf of the Corporation (ie Council). As Terry Cottam found
 with his MAI questions to MPs, they can individually simply not answer. But
 the Corporation's statutory head has a public answering obligation for a
 legitimate relevant question put to the decision-making group he chairs. You
 could send a copy of the letter to David Pugliese, the Citizen's military
 reporter, and ask him to follow the story.
 
 I would modify the questions to (Chiarelli? -- living now in Victoria's
 idyllic Oak  Bay I can't even remember his name for sure) somewhat, just to
 close answering escape hatches and help prevent fog in response.
 
 (1) Has the City of Ottawa conducted a "risk assessment," at a level of 
rigour
 equivalent to
 Victoria's and, if so, what was its scope, who did it, and what was the
 result? If the Corporation hasn't done this, were Council members given a 
copy
 of Victoria's assessment and what was the Council's response to that
 information?
 
 (2) What costs does the City of Ottawa expect to incur by hosting this
 NATO-related event, ie, what type and amount of costs has the federal
 government committed itself to pay, and what costs would the citizens of
 Ottawa have to pay that would not be reimbursed? Has the Corporation's
 estimates of money flowing into city businesses and the Corporation from the
 event been publicly certified by the Corporation's auditor?
 
 (3) What has been the nature and extent of the discussion in Council 
regarding
 financial
 and security problems associated with holding this event?
 
 (4) Considering the financial stresses faced by our city and the risk to the
 reputation of Ottawa's police who would be responsible for security, wouldn't
 our
 limited resources be better spent serving the needs of the people of Ottawa
 rather than hosting an event which will face large public protests?
 
 I would suggest a further overall "who" question to the Chair, based on 
Ursula
 Frankin's 1987 "Whose benefits and whose costs" question:
 
 (5) In a simple statement, drafted in the form you think adequate for Council
 and public challenge, would you please set out:
 
 - who would gain, how,  from Ottawa's hosting of this event, (a) financially
 and (b) in other ways?
 - who would bear what costs and risks from the event, and why they should?
 
 I would then send a copy of the letter to Councillors Arnold, Cullen and
 Munter (likely the most receptive) and ask them to put a motion before 
council
 ( or by some faster summer means) requiring that the Corporation's Chair
 respond to your questions -- BEFORE Council takes its decision.
 
 Your letter holds fairly to account, and I salute you for it, as Terry  would
