Milosevic Mr. Jim Yarker [EMAIL PROTECTED] Dear Mr. Yarker: This is in response to your e-mails dated May 1, 2001, regarding NATO's actions and former Yugoslav President Slobodan Milosevic. The Honourable John Manley, Minister of Foreign Affairs, and the Honourable David Kilgour, Secretary of State for Latin America, have asked me to reply on their behalf. The 1999 NATO air strikes were initiated only as a final resort, after numerous diplomatic solutions to the Kosovo crisis were rejected by the Yugoslav government of President Milosevic. The actions of the Milosevic regime had resulted in the displacement of an estimated 800,000 Kosovars and the deaths of over ten thousand, according to the Independent International Commission on Kosovo. Consequently, as you are aware, Milosevic and others from his regime were indicted by the International Criminal Tribunal for the Former Yugoslavia (ICTY). The Tribunal was established with the unanimous support of all members of the United Nations Security Council. It is composed of highly qualified judges from around the world, elected to their positions by all members of the United Nations. Milosevic was indicted by one of Canada's most distinguished jurists, Madame Justice Louise Arbour, now a member of the Supreme Court of Canada. Allegations that she, and other officials of the Tribunal, acted on the basis of prejudice or political pressure are completely unfounded. The delivery of Milosevic by Serbian authorities to the Hague was a positive development for peace and security in the Balkans, and a major step forward down the long road of reconciliation in the region. It is also an important victory for international justice and the rule of law. Canada maintains that Milosevic and others from his regime who have been indicted must be held accountable for their actions. In order for there to be stability in the Balkans, there must be justice. Canada has supported the Yugoslav people, first by providing humanitarian assistance and aid to political reform, and, since the democratic changes in October, by assisting the new government in Belgrade with its agenda for change. I am pleased that the Yugoslav and Canadian governments may now work together to advance principles of democracy, human rights, and the rule of law in the FRY, in areas such as finding durable solutions for refugees and internally displaced persons. I firmly believe that our policies and efforts have been and continue to be entirely consistent with the principles and values of Canadians.
