A quick note to thank the folks who responded to our post.

We solved the issue by upgrading to Solaris 10 Update 3 and adding this line to
/kernel/drv/fcp.conf  file.

fcp_offline_delay=60;

Reboot the server

Here are the versions of code on our machine after the upgrade.
# modinfo | egrep 'SunFC|mpxio|scsi_vhci|qlc'
20  1243dc0     13b60 189       1  scsi_vhci (SCSI VHCI Driver 1.46)
25  1299b78     18d00 100       1  fp (SunFC Port v20061031-1.72)
23  127a588     19058 108       1  fcp (SunFC FCP v20061031-1.117)
24  1292868     8c00   -        1  fctl (SunFC Transport v20061031-1.55)
26  12b2128     cdff8 148       1  qlc (SunFC Qlogic FCA v20060630-2.16)
153  13e3090   8380 104         1  fcip (SunFC FCIP v20061031-1.47)
