Mark,

You seem to have iscsi send targets discovery enabled.
You do not need to boot in fail safe mode. Just allow the host to boot up normally.

Log in as root and run the following command:

# iscsiadm modify discovery -t disable

This will disable iSCSI send targets discovery and you won't see the message on boot anymore.

If you actually want to connect to this iSCSI target,
make sure it is the correct IP address for the target and make sure you can ping it.
