This won't turn "off" the port completely, but it may be worth a try:

cfgadm -c unconfigure <FC controller Ap ID>

eg; cfgadm -c unconfigure c3

That should unconfigure the devices (your disks) associated with c3.

The devices will stay unconfigured when the manual_configuration_only flag in the fp.conf is set.
Otherwise the fc driver will configure them back at next rediscovery.
