When I wrote the iSCSI Target I had included a very basic tape emulation. This was something that I had wished to expand into a full blown tape emulation with media changer support. Alas, I never had time. Maybe the COMSTAR project will expand on that rudimentary implementation and provide what you're looking for in the target.
