Sure, it is possible to do that.

Could you take the reply you gave to James and write a short proposal on 
what you want to do?
And feel free to throw in the replies you gotten on intended uses.

With that in hand, we [the storage community] can vote on whether to 
create a project for you
or not. There have been some recent examples in the list for project 
proposals. You can look
at them for some ideas of what to add. I.e., like which community will 
sponsor and who
the project leaders will be.
