COMSTAR is an advanced software stack to use a Solaris host as a
multi-protocol SCSI target. It hides the complexities of a SCSI
subsystem and makes it very easy to develop any SCSI logical unit
emulation (disk, tape etc.) or a SCSI transport (Fibre channel,
iSCSI, SAS etc.). You can use LUN mapping and masking operations to
export a given logical unit across different protocols (or however
you want to map it).
COMSTAR is not a definition of any SCSI application or its
architecture. Just like the initiator side storage stack on solaris
(target drivers + (SCSA & MPxIO) + transports) does not define how
you want to lay out your SAN or SAN application or the networking
socket layer does not define how the network application should be
architected.

If you refer to the diagram on the main page, iSCSI is simply one
of the port providers.
