After the recent discussion I'm inclined to give this a
+1
I think this project, if approved, could be thought of being in an
incubator. It will incubate and grow for a while and then it is ready
for release into the wild (or an OpenSolaris distribution) then it can
go through the regular approval (ARC, et al) processes.
