Currently Solaris iSCSI initiator do not support connection retry after first 
round of connection fail.

In you scenario, localhost's iscsi target daemon is not up while iscsi 
initiator driver trying to online localhost's iscsi target, iscsi initiator 
would fail in vain. 

To solve this problem, you first need to solve dependency issue of boot 
sequence between iscsi target daemon and iscsi initiator driver. also from top 
to down bus_config would re-trigger iscsi initiator driver retry connect all 
its configured iscsi disk. 

As the you mentioned node1 could online both iscsi disk that on node2 and 
node1, it should not happened from my previous explanation, but it do happened, 
maybe some bug_config happened?
