I have equipment that behaves similarly and it's a result of the higher frequency that that SATA II operates at compared to SATA I making it less reliable under flaky hardware. The cables, jbod ports (circuit boards) and expanders and backplanes were all changed but this jbod wouldn't run right unless the drives were jumped down. You don't say which dell model you have, but I would check that your equipment is all certified/supported by Dell.
