Yes, you need to install some packages that are missing.
As Peter Cudhea just mentioned:
# pkg install storage-server
Were are getting iscsit, srpt and fcoe added to storage-server

The error about having to reboot OpenSolaris after install iscsit (or
any other device drivers via IPS) is:
