They are, but the source for them is available on src.opensolaris.org
so you could quite easily build your own copy.

For reference, the unbunbled form (S10) of fwflash, known
as firmwareflash, uses (and therefore includes in the package)
most of the deliverables from libscsi and libses. Just not
sestopo :-)
