I think KDevelop relies on glibc 2.1 in package form, so unless there's a
.deb using glibc 2.0, then no there is no "storm" package available.

You either have to compile from source, or update Storm to the "potato"
release of debian to use KDevelop. Quite frankly, just grab the source
tar.gz file and compile it. should work fine.
