You don't give enough information.
Does your ISP use DHCP? If so, you shouldn't need to specify
any of these things. Most ISPs do use DHCP, it is quite a bit
easier.
If not, are you sure you entered the information correctly? Can
you do a ping? (ping 129.128.28.4 for example?)
