I don't think you can unless you create a deb package .You can grab the
diff file from the equivalent debian package (see the package listing on
debian.org) ,apply it to your source ,install pgp,edit the control file
to reflect your name and email adress in the debian sibdirectory then
run dpkg-buildpackage .
Details at http://www.debian.org/devel/ -new maintainers guide and
packaging manual . It may be quite as simple,it may not.If you get in
any problems ....you're on your own unless you know some programming .
 The other solution would be to build a virtual (fake) package .THe
problem I see
is that your package manager sees now the original storm package as
dealing with
pcmcia and any upgrade will overwrite your package.
 You could also check the version in debian woody and if that works you
may be better just installing that one instead of fiddling with make
files a.s.o.
