Can't comment on Woody, but I have seen this in Hail, whichever version
you guys were handing out at the VLUG meetings.  My default vi-type
editor was vile.  I changed it to vim and the problem went away.  I
suppose there is a config for vile lurking about somewhere, but I think
I like vim better anyway.  I looked in /etc/alternatives and found the
following symlink:
        vi --> /usr/bin/vile
which I changed to
        vi --> /usr/bin/vim
and no more annoying characters, and I have now configured things
happily in /etc/vimrc.

Is that even remotely helpful to you in Woody?
