[SLU] Missing apostrophe, again

Hi all,

I know there was a discussion about this on the list a while back, but I
haven't been able to track it down on the list archives.  With the latest
Open release (2.06), the apostrophe key doesn't work unless pressed twice
under anything (console, X).  What was the solution to this?
