While not a sustainable option for third world countries (they can't afford the tariffs), McGill's Warehouse http://www.mcgillswarehouse.com/p/2923/hf10-ceramic-fiber-blanket-2-8lbft3-or-128kgm3-f2acf6cg1ah1c has a reasonable price for ceramic wool blanket. Given that insulation of the outermost shell can result in much better cooking efficiency and enhanced safety, might it be reasonable to use this to build a standard test stove, and test other insulation choices for comparison. The ceramic wool could, rationally, be used as a standard allowing diverse testing sites to try different materials without importing them from around the world.

Testing things like rice hull ash might prove it is BETTER than ceramic wool, but finding it in [area of your choice] as well as Beech ash and animal dung ash might be difficult, while such things will be easily found in other places.

If, for example, preheated air is desired and too much heat loss occurs without insulation, having a way to figure out how much insulation (to start with), of what kind would be a good thing, IMHO. Yes, fine tuning will still be needed, but this means it is from a likely good starting place.
