Is the MIRT story documented somewhere? I thought that it might be reported in an early article in Boiling Point, now published by Hedon, but I don't see any reference to who actually developed it. We first heard about it from Bess, probably in about 1996-1998. There may be a familiar reference in http://web.up.ac.za/sitefiles/file/40/677/WP_2011_09.pdf GIZ, EPA and GACC seem to have supported recent work on the MIRT.
