If you want to have a very simple PM detector the Bacharach Smoke Detector is one that may suit your budget. It uses a vacuum cylinder with hand pump and you compare the darkness of the spots on a filter paper with a chart. It turns out the blackness of the spot is a pretty good indicator of the clack carbon content.
