Yes it is a variant of the regular Vesto. It is a 'Vesto Junior' which has no primary air controller. There is instead a fixed plate in place of the two controller plates. 

The result is that the primary air is still preheated in the lower half of the stove and the is a counter-flow reducing the flow rate. As the air is heated going down, it counteracts the vertical draft in the central chamber where the fire is. This limits the excess air without using a choke-type controller. The vertical position of the air entrance holes on the side of the body sets the EA level that is achieved.
