Terror patrol yields 'urban explorers'

Seems like some people who like to skulk around in caves and sewers were picked up near Gopher State Ethanol the other night.
Despite evidence that this is just a group of cave explorers looking for a place to hunt about, the headline reads TERROR PATROL....
Excuse me the officer was not on TERROR PATROL when he noticed these people. He probably just thought that 6 people wearing black, carrying stuff seemed to be out of the Norm and was probably thinking that they were Burglers more than thinking they were TERRORISTS or even cavers as they appear to be now.
BUT IT HAPPENED NEAR GSE, and we know that people have been reported (by Freeman and others at the plant) on their property when fires broke out etc..... So of course it's a TERROR PATROL that spotted these nardewell's skulking about. How much are we spending on TERROR PATROLS for this plant?
