Both cities might be better served by passing a "living skills" law,
requiring people to:
* Graduate from high school
* Learn some sort of marketable skill
* Avoid sex until they have the ability to support their children
* Be free of the sort of addictions that make working for a "living wage"
impossible.
That might be a better plan than, say, requiring companies to pay inflated
wages to people who've never bothered to learn marketable skills, and
who've made the sorts of decisions in life that make it impossible for them
to earn a "living living" - or just not hiring them at all.
