It sounds like the Council voted, "NO" to a stadium, or NO to the sales tax proposal that the is in front of the legislature, and NO to a local tax. NO 10% cap, or maybe if you can arrange to make it look not like a tax, just flat out NO to any City money in a stadium! Stick a fork in it.
