2004 Environmental Policy Forum Series

Air Condition 
A dialogue about the present and future challenges to Minnesota's air
quality

Over the past several years, the Minnesota Environmental Initiative has
brought public and private leaders together to recognize
ground-level ozone as a growing problem for Minnesota, and to organize a
plan for voluntary, collaborative action to address it. Air
Condition will build upon this work by initiating a new dialogue on a broad
spectrum of emerging issues related to new EPA
rulemaking, New Source Review, regional haze, Minnesota�s modeling
capabilities and more. The forum will also provide in depth
discussion on particulate matter and the health impacts of air pollution.

EPA Region 5 Administrator Tom Skinner and Minnesota Pollution Control
Agency Commissioner Sheryl Corrigan have been
important participants in our discussions on ground-level ozone, and they
will return as key speakers at this forum. Specifically, they
will focus on the increasingly regional nature of air-quality problems.
Other representatives from EPA Region 5 and the MPCA will
discuss new and existing efforts for combating air pollutants. And finally,
a panel of representatives from the environmental, business
and health care communities will present the impacts of air pollution on
Minnesota�s health, environment and economy.

Ann Seha, Minnesota Pollution Control Agency Assistant Commissioner
Administrator Skinner and Commissioner Corrigan will lead a strategic
discussion about air quality as a regional and national issue and what that
means for Minnesota. Associate Director Newton will provide updates on New
Source Review reform,EPA�s direction on mercury, the interstate transport
rule/regional haze, the Clear Skies Initiative and action on mobile sources.
Assistant Commissioner Seha will address the state�s modeling capabilities,
monitoring activity, recent air alerts, the Metropolitan Emissions Reduction
Project and the threat of ozone non-attainment.

10:15 Particulate Matter - The Next Big Thing in Air Quality?
Representatives from MPCA and the business and environmental communities
will demonstrate why this category of air pollutants
may be the next big challenge to Minnesota�s air quality. Panelists will
provide background on the science of particle matter, explain
the threat it poses to Minnesota and examine trends to gauge how close the
state is to federal non-attainment.

11: 15 Health and Air Quality
Panelists from health-related organizations in government, industry and the
nonprofit community will discuss the airborne threats to
human health, the economic cost of air pollution to the health care system
and environmental issues in the health care industry.
