One of the other ways of course is an expense account charged to the business 
instead of salary that could be used to handle these business meetings.  Then 
if you can find other ways, like the Twins do, to not show a profit for the 
business the business itself pays no income tax.  So, I'd say my point still 
stands.  The very rich will pay zero on a bar and restaurant tax.  Those that 
are doing OK will be paying only 1/2 rate on the tax unless they are more 
creative.  And, as I said those who punch a time clock for their living will pay the 
full 3%  every time they go to a coffee shop or buy the kids a happy meal.  

Remember the first lesson that any one of the get rich books teaches you is 
to never spend your own money when you can spend someone else's!  So, when 
looking for ways to fund a ballpark that might have the potential to improve the 
market value of your downtown property, impose a tax on someone else.  Impose 
the tax on something you don't pay taxes on, or that you can at least deduct as 
much as possible, put it on those poor fools who don't have a way to deduct 
it.  City wide bar and restaurant tax does that better than anything else.  

Why else do you think that they all screamed when Thune suggested a tax on 
the Downtown district?
