St. Paul E-Democracy Discussion about
DISTRICT COUNCILS IN ST. PAUL

In August of 2002, while visiting my sister in the Los Angeles area, I hooked up with some district council activists from the LA area who were thrilled to have the opportunity to meet me. I learned, that in Los Angeles and other cities around the county, St. Paul is considered to one of the leading models in the nation for neighborhood councils.
The bad news, for my friends in LA, was that I was unable to answer the majority of their questions. Once, back in St. Paul I began to use the St. Paul Issues Forum to ask questions about the history, funding, voting procedures, and effectiveness of district councils.
The result, may have been the single most interesting and informative discussion in the history of the St. Paul Issues Forum. There were over 56 posts from at least 27 different individuals on the topic of district councils (over about a week period). We even spurred Chuck Repke to submit a proposal to the city council regarding the funding formula for district councils.
TONIGHT - We'll pick up on that topic again. But, this time in an informal face to face discussion. If your interested in the history, effectiveness, or operations of district councils in St. Paul - please come. I'm going to bring copies of the 30 page transcript of our 2002 discussion.
Some of the issues that were rasied in 2002:
1) History of District Councils 2) Funding of District Councils 3) Interaction between the city and District Councils 4) Voting rules and Turnout in District Council Elections 5) How do District Councils communicate with residents 6) How effective are District Councils 7) How accoutable are District Councils
