This coming Tuesday, April 27, 2004 is the date of the Payne Phalen
District Five Planning Council's Community Assembly and Annual Meeting.
Doors open at 5:30 p.m. and Program/Elections begin at 6:00 p.m. The
location of the meeting is 899 Payne Avenue (Former site of the Payne
Reliever which was removed to create the New York Bingo Hall).
Nominations for Board service for 10 open positions may be made from the
floor by residents of District Five age 16 and older. People
representing businesses in District Five may also be nominated. They
must, however, provide a letter designating them as formal
representatives of a business operating in District Five. We expect to
provide translation service in Hmong and Spanish and childcare is
provided by volunteers in a room adjacent to our meeting hall. Light
refreshments will be available.

I have been alerted to questions about District Five that appeared in
this forum. We welcome this interest and all inquiries about the
purpose, functioning and activities of the Payne Phalen District Five
Planning Council. I add that I am currently the only staff in the
office and we much of our work out in the community and also work with a
high number of drop-in visitors. We are also operating a teen program
two days a week. For those using this forum, directly e-mailing us is

The Community Calendar on this webpage is updated regularly and we are
working on the other information (some of which remains outdated). We
anticipate having a regular page in the local community media, East Side
Review.
The City of Saint Paul's Planning District Five includes: East of I-35,
South of Larpenteur Avenue, West of the Ramsey County Regional Trail,
and North of Grove Street. As a district council, our membership
consists of all residents and business within the boundaries - a
population total of 31,531 (Census 2000). Members are all residents
aged 16 or older who reside within District Five.
The Payne Phalen District Five Planning Council (District Five Planning
Council) exists to promote the physical, social and economic development
and human dignity of people of all colors and communities within its
geographic boundaries, and is one of 17 citizen participation districts
established through a St. Paul City Council resolution in 1975. District
Five serves as a civic resource, helping residents and communities
increase self determination and influence over local, city and regional
decisions that affect their lives.
The Payne Phalen District Five Planning Council is registered with the
State of MN as a 501( c) 3 nonprofit organization, and is thus eligible
to receive fully deductible contributions. The base funding for the
Council's work is derived form contracts with the City of St. Paul that
create streams of CDBG and General Fund monies for citizen participation
and crime prevention programming. The Council has also enjoyed major
grant support from The St. Paul Foundation and The Otto Bremer
Foundation. The Council is grateful for the support of the Unity Avenue
Foundation, AT & T, the State of MN, and NEC recycling program, and
individual contributions. The current Form 990 is available online and
at the District Five office. The organization does work from a Strategic
Plan, with a modified workplan due to reduced resources.
Governance - Board of Directors
A resident elected board of 20 community volunteers governs the Payne
Phalen District Five Planning Council. Members are selected at the
Annual Meeting held each April. Board terms are staggered, with 10
members being elected each year. The By-laws assure that each Board
member serves at the monthly Board of Directors meeting, and
participates actively on a Board Committee throughout their term. The
board is responsible for setting policy, for fulfilling fiduciary duties
and overseeing the finances of the organization, and for hiring,
supervising and evaluating the Executive Director. Traditionally,
District 5 Council's Board has been highly active and very involved in
local community affairs. The strength of the Council and its influence
rests on the quality of its volunteers.
The Payne Phalen District Five Planning Council Mission is "To improve
the Payne-Phalen neighborhood through programs and projects that engage,
educate and empower all residents, including the growing African
American, American Indian, Hmong and other Asian, and Latino
communities, so that all communities may actively participate in the
life of District Five". District Five generates community-driven
programs and initiatives that enhance and promote quality of life,
health and safety in our communities. Program areas include citizen
review of community development, recycling and neighborhood
environmental programs, community building, anti-racism organizing,
youth leadership development, community gardening, legal service clinic,
organizing for crime prevention and quality of life issues, and citizen
participation strategies
District 5 has the youngest and most diverse district populations in St.
Paul, and this is an asset in our vibrant East Side community. Fifty-one
percent of our community is made up of families of color - approximately
24% Asian, 11% Latino, 11% African-American and some 1-3% Native
American and 5% multiracial. Over 39% of District Five households have
children and 76% of the area's schoolchildren are children of color.
However, our District ranks second in poverty across St. Paul
communities, making sustainable community and economic development a key
focus of our work. For District Five schoolchildren, 78% qualify for
free or reduced school lunch programs and 19% of our families live in
poverty. The District Five Planning Council is committed to building new
community leadership that truly reflects our diverse community
population and priorities, and is actively engaged in building an
anti-racist community and District Council system.
Approximately 1,500 individuals participate directly in one or more of
our programs including large events such as neighborhood clean-ups,
youth leadership development and service projects, community gardening,
resident support, legal clinics, community forums, consultations for
zoning and other physical planning, block club organizing, National
Night Out crime prevention events, and community sponsored events. We
estimate that approximately 7,500 of voluntary participation in
community-focused work is generated by the District 5 Council. A
resident-elected Board of 20 local community leaders governs the policy
and direction of the District Council staff and volunteers. A
cost/benefit analysis is not easily applied to the process of citizen
participation, however, the contributions of residents through their
District Council saves taxpayers considerable service costs that would
otherwise be absorbed by local government. While committed to a customer
focused approach to our work with the community - we recognize that the
true value of citizen participation rests not with a service delivery
model, but in the quality of democracy, our community and citizenry.
