I am not sure, but I think it has been the policy for some time (I mean like ten 
years) to enforce meters on Saturday.  I remember a long time ago they tried to change 
it and by 9:00 a.m. Saturday morning every available parking spot was filled by 
downtown employees or hotel guests (check in after 4 pm on Friday and park in one spot 
all week end) enjoying the free parking for the day.  So, when you would go to the 
Farmers Market you had to pay $3-5 to park in a lot or ramp instead of 25 or 50 cents 
in a meter because absolutely no meters were available all day long.  I think free 
Saturday parking was a short lived experiment that wisely died a quick death.
