The first major choice school in ST. Paul was St. Paul Open School, created 
in 1971 by a multi-racial group of families that wanted a k-12 option - a 
school where all of their kids could attend.  That school has been very popular and 
recently completed its 33rd year.


The next choice was Webster Magnet, a school created to bring together 
AFrican American students and white students.

St. Paul has used school choice for various reasons, including to help 
promote racial and economic integration.

One of the ongoing issues in St. Paul has been how much per pupil has been 
given to neighborhood schools,and how much to magnets.

Personally, I am in favor of each school receiving the same dollars, plus 
whatever additions come from the state funding formula to for example, provide 
greater funds to help educate students who do not speak English in their home.
