This is really a shocking email. It is a perfect example of why the "Private stays Private" rule, and the whole idea of keeping complaints about the list away from the list serves to protect bullies from public exposure.
If people are behaving this way, they should be "Outed" by the rest of us, and I want to thank Dan for posting this email, even if he is warned by our leader that he broke a rule.
