I'm sorry Mr. Anfang thinks that District Councils have enough money to keep updated 
websites.  Maybe he would like to offer his services.  
 
He is also incorrect in thinking that District Councils see no "importance" in this 
issue.  We met countless times, with the City, to figure out the best possible 
solution.  I find it offensive that just because District 2 (Chuck Repke's district) 
might receive more money, that in some way he has manipulated us all.  That is not 
true!!  Chuck had the peace of mind and the strength to keep pushing a needed change.  
District 2 is a large District with a diverse population, that is fact.  
 
All District Councils suffer and we all need more money (who doesn't), but fairness 
should always prevail.  
Mr. Anfang might think he knows what organizing non-English speakers entails, but I 
promise you it takes more resources than organizing native speakers and other 
privileged residents that understand our system of government. 
This "overhaul" of the District Councils has been difficult for everyone involved.  No 
one wants to see District Council funding cut.  But in order to be fair, we must 
recognize that community organizing and resident participation costs money and each 
neighborhood has different needs.
 
I must add, knowing that Matt Anfang is a member of the St. Paul Planning Commission, 
I find some of his comments concerning.  I hope he does not take his personal opinions 
to the chair that was graciously appointed to him.

Apparently this issue is of no importance to the Community Councils.  I 
just 
had a few minutes between meetings, perused each of the District 
Council 
websites (and the City's) an found zero information about the proposed 
funding plan.

Population based funding is probably the most equitable way to fund 
these 
councils.  Are the issues any more difficult to address in District 2 
than 
in District 13?  We have non-english speaking people too!

Should we do it by tax base? why no, that would not be fair...

Maybe a system could be established where funding is determined by a 
basis 
of where a college or university is located and what the "negative 
impacts" 
of their presence is on the community... no, too issue based

Perhaps some councils could get "bonused" when they take action on an 
issues 
within an established timeframe.  There is usually always time to come 
and 
report that they did not have time to respond... silly

Maybe when a development or improvement that meets zoning and codes 
within 
an area of a council is opposed, that future property values associated 
with 
that be imposed as a fine on the funding...  nah

Kudos to the District Councils that have done fundraising efforts, 
Kudos to 
all the councils for that matter, the representatives of the boards are 
committed and valued citizens,

to say that the boards are representative of the community, well thats 
another matter...
