"Under the agreement, St. Paul will drop its policy of forbidding repairs on existing signs. Since 2000, the no-repair policy and a ban on new signs have been the city's main weapons against billboards. The city had been hoping to use the no-repair policy to reduce the number of billboards as they fell into disrepair.

The moratorium on new signs remains intact, so city officials said St. Paulites shouldn't see a bumper crop of billboards sprouting this fall. But anyone hoping to see signs in their neighborhood disappear sometime soon may be disappointed."
