That is why there are plenty of haulers here. All you need is a garbage truck and you are in business. Everywhere when a community or a city or a county has gone to an "organized system" where there is a bid, BFI or WMS wins the bid. Where they do routes, BFI and WMS buy up the routes. So, unless you are willing to create a city employee operated system, any organized system will eventually become owned by either BFI or WMS. The number I recall, was that Saint Paul had 80% of the haulers in the state. Take Saint Paul out of the picture and collection for the entire state was in effect in the hands of two haulers.
