This just in from a trusted colleague.  The discussion with the public and the Charter 
Commission over whether the position of Sheriff should remain and elected position or 
be changed to an appointed position is taking place at the location below.  Currently, 
when the Sheriff is elected, if the Sheriff abuses his power or does not perform his 
duties in a way that the public agrees with, there is no other way to terminate the 
position of the individual in power save a recall. 

Should the Commission decide this should become an appointed position, the Sheriff can 
be fired at the will of the County Commission.  I know this is not necessarily a Saint 
Paul issue.  However if you recall the Ward 5 Forum for City Council almost a year ago 
and the license the Sheriff took by seizing the cards from the League of Women voters, 
you will remember a recall was launched that would have required 50,0000 signatures to 
make the recall valid.  If you were incensed about this situation and/or have had 
other complaints about how the Sheriff has performed his duties, this would be your 
time to come and have your voice be heard.

I would hope that we would bring or friends and neighbors to this important meeting 
and listen to what the Commission has to say about this urgent matter.  Please come 
prepared to make statements and to show your concern.  Signs would be encouraged.  
Whether they will be allowed in the Chamber or not is yet unclear. 

The Charter Commission meeting is October 11, 2004, 7-9pm, at the new Ramsey County 
Public Works Building located at Hwy 96 and Hamline.  This meeting is open to the 
public, so bring the troops!  Let's pack the place.
