The biggest problem with an elected Sherif is the relationship
candidates have with the Deputies.  As someone who worked for his
first opponent, I can tell you of meetings where deputies said they
could not be associated with the campaign publically due to the
retaliation that they feared.
 
I can tell you Fletcher's opponent eventually took retirement
rather then work in a system where his value to the department was
no longer recognized.
 
So what is better?

This happens to the met council when a new governor is elected.  I
think there
was some rumbling that the met council position should be an
elected position
when Mondale was replaced.  It seems to me it would take longer for
the people
to get the sheriff they wanted when working through the board than
directly
doing it themselves.
